AN ANALYTICAL DESCRIPTION OF SECTOR PLAYERS, USED TECHNOLOGIES, AND BENEFICIARIES IN TURKISH E-LEARNING PRACTICES

ABSTRACT

The purpose of this study is to describe the situation of e-learning practices in Turkey according to general status, dominant market players, and profiles and expectations of beneficiaries. The study is an analytical investigation based on literatur. The results of the study can be summarized as follows: The e-learning practices at K-12 level has been growing at public distance education schools and, public and private face to face education schools. The e-learning practices are relatively more systematic and widespread at the higher education level. There is not enough qualified staff in the universities about e-leaning design and production. This leads collaboration between universities and some companies as an obligation. These companies generally offer hardware, software, content development services, and solution packages that involve all management services. This leads a mutual dependency between a university and a company. There are a few of firms on e-learning market In Turkey. The firms believe that create effective solutions is very laborious and complex job and do not want to invest capital to this job. A few firms in market are dominant in this market. Applications quality is generally low. Customers prefer them because there is no option. The greatest market in e-learning field is universities. Therefore, presenting solutions and products in order to use at the target population with regard to universities’ programs leading to diploma is very important.
