MANAGEMENT PROBLEMS IN TURKISH PRIMARY SCHOOLS: OPINIONS OF SCHOOL ADMINISTERS

Abstract

For permanent solution to the problems in schools, that problem-focused approach to problems and putting in all dimensions of issues is needed. The main purpose of this research is determining management problems of primary schools in Kars and improving analytic suggestions.With this basic purpose, the problemsin school management has been discussed as problems derived from students, teachers management, school climate, school buildings, educational program, inspection and society. The descriptive research, aiming to determine management problems of primary schools, was carried out by using quantitate method. The population for the study was primary school adminesters serving in 107 schools in the city center and 7 districts of Kars. To collect data, “Management and Administer Problems” questionnaire improved by researchers was used. In this research, that the primary school administers in Kars have same problems seen in general of Turkey and in addition to this they have different problems peculiar to Eastern Anatolia Region and Kars has seen. For examples, according to the result of the study it was determined that three most important problemscaused by the society and school ambient are “the low education levels of parents," "their weak economic conditions", and "their not having enough interests from their families”.
